Abstract

The new vector quantization methods are presented for high efficiency coding and transmission of color images. In order to encode three color components Y, C <sup xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">1</sup> , C <sup xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">2</sup> in individual or combined form effectively, techniques are developed which resulted in vector quantizer using only three factors ; mean, deviation and normalized vector. Individual component VQ is studied expanding to dynamic multi-stage VQ for motion color picture transmission at lower bit rates. Another component VQ can encode high resolution color images sufficient at 1.0 bit/color pixel. The color video codec using dynamic multi-stage VQ can be presented which transmits color motion pictures at the rate of 4-8 frames per second at 64 kbit/s.
