Abstract

The growing demand for health services under limited resources poses a challenge for governments to respond to people's health needs wisely. Inadequate information to guide decisions on health policies and resource allocation is one of the obstacles for better policy development. Rational decisions on resource allocation based on health outcomes essentially require adequate tools. One of the tools developed by researchers at the Harvard University and the World Health Organization for the World Bank’s 1993 World Development Report is a comprehensive method of measuring loss of health in populations using the disability-adjusted life years (DALYs) that combines both the mortality and morbidity components of disease and injury.
