As the electric power industry restructures, the way system reliability is measured and compliance is monitored need to be revamped. The existing deterministic based reliability criteria need to be changed to accommodate probabilistic methods. Probabilistic methods are characteristically required to provide capability for value and economic based risk management decisions. This paper presents the reliability criteria revamping approach and the development activities underway to provide probabilistic based reliability criteria in WSCC. The WSCC development process is staged in four phases. Phase I development work is described in detail in this paper. Other reliability related issues underway within the WSCC are also briefly discussed in the paper.
