An emerging utility paradigm, the distributed utility concept is discussed, and how utilities might change their planning and resource selection processes to take advantage of it is explored. Out of this exploration emerges the photovoltaics diffusion model strategy. This strategy bridges the gap from currently economic stand-alone special applications of PV in utility operations to bulk power production.< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">></ETX>
