In a report approved last week in Madrid, the Intergovernmental Panel on Climate Change recognized a new scientific consensus that global climate is showing clear signs of greenhouse warming. The key to detecting a human influence on climate was recognizing the cooling effect of the haze that hangs over industrialized regions. By moderating the warming from greenhouse gases and changing its geographic pattern, the haze had obscured greenhouse warming's signature until now. The scientific consensus, however, seems unlikely to quiet the policy debate about controls on greenhouse gases.
