Abstract

This report examines the financing of county- and town/township-maintained highways and bridges. Many of these roads and bridges are not on the Federal-Aid Highway System. Most serve predominantly local traffic needs and are financed through a combination of State and local revenues. Chapter 1 is an introduction and provides background material on this topic. Chapter 2 discusses the condition of county roads and bridges, and Chapter 3 local highway financing patterns. Maintenance of rural roads and bridges by towns and townships is the topic of Chapter 4, and management practices the topic of Chapter 5. The final chapter, Chapter 6, is an overview of issues and continuing concerns in the financing of rural highways and bridges.
