This paper presents an evolutionary concept of planning for construction. It is drawn from a confluence of an heuristic analysis of the construction process, planning for construction, the writing of some leaders in construction literature and the industry, the failings and lack of use of CPM and PERT in the industry, and a consideration of pre CPM construction planning and control. This heuristic process of construction planning is described along with its supporting rationale and its linkage to cost control, construction control, the learning curve, resource allocation, queuing theory, management information systems, etc.
