The report begins with an assessment of the Federal government's policy goal for bicycling and defines two basic types of design bicyclists. It concludes by setting forth specific recommendations for selecting roadway design treatments to accommodate the needs and desires of all types of bicyclists. The report describes the assumptions, principles, and approaches used to develop the recommendations; provides a model planning process for identifying a network of routes on which designated bicycle facilities should be provided to accommodate bicyclists of moderate ability (casual adult riders and children); and recommends design treatments and specifications for roadways to serve different types of bicyclists under various sets of traffic operational factors.
